Seems to be I can not enable I/O fencing. My disk controller does not
support SCSI3-PR.
Can someone pls tell me the effect on applications, If "Fencing I/O" is
disabled.

You need SCSI-3. And for support the array must be on the HCL. If on the HCL it
supports SCSI-3 in other words, if it does not work on this array then it is
very likely CFS is not supported on this array
