Andrey, After speaking to a couple of developers, they think this is likely fixed by etrack 1416931 (sun id 6747492) which has been fixed and checked in.

From the support guys I got: If vxconfigd isn't starting on boot up, check the following: cd /etc/vx/reconfig.d/state.d If there is a file "install-db" there, delete it. This gets put there by the installation program if the vx configuration is not done during installation. The vx configuration will be built correctly on the next reboot, or by the following command.
