I am having this problem.

An issue while debugging was that upon running |vim -u netrw.vimrc --noplugins -i NONE .| I got the following errors:

The problem here is that you don't have the Decho.vim plugin; that's the first step in :help netrw-debug. Did you download Decho.vba.gz, then type :so % ? It should put its components in your personal .vim/ directory automatically.
