Suppose % is

   /path to/file.txt

I want to use the directory containing file.txt in makeprg. Say:

CompilerSet makeprg=mycmd\ --working-dir\ %:p:h:S

Now, %:p:h correctly gives me

   /path to

But then, %:p:h:S results in

   '/path to/file.txt'

(using Vim 7.4.1257). Is this a bug?
