Yesterday I was given an SE/30 that seems to be in very good condition. As
it is, it has some useful software on it and is running and booting system

I found a file named Timbuktu Pro Preferences and instead of trashing it,
I just moved it to my desktop for fear of screwing something up. Is that
adequate?

OK, it seems to have helped a little in that Timbuktu Pro now asks me to set
up new preferences including a new master password! (Yay!) However, in
MacTCP, all the options are still locked. I'm wanting to set these so that
the IP is assigned by DHCP built into the router.

Sure. Preference files are almost never anything important and can usually
be deleted
