Hello Keith, I do not think this has anything to do with your phone as I have experienced the same phenomenon, today in fact, on my beloved 8 Plus. I'm not certain if I would describe it as the screen being unresponsive, so much as I would say that VoiceOver simply drops out. For example,

I'm still working out the use of shortcuts as well. One case where I did create a shortcut was to say Health to Siri, and get the today summary of my health app. Now that I have an Apple Watch, I can view the summary of the day, calories burned, ring completion, and even heart rate information.

Also, if you just updated battery will most likely be used more during the first couple of days after the update since the phone is reindexing a lot of stuff. As Sean said, give it a few days, then do a Reset Network Settings and also, afterwards, plug in your phone, then turn it off completely
