If you close Safari and go back and open tabs, and don't close any, just double
tap on one you want, and see if that works.
It could be that if you have closed a bunch, one by one, that it somehow
thought it was still closing them?

I can successfully close tabs, but if I swipe through tabs and see one I want
to open, I flick up to when it says activate, not close tab, double tap,… and
the tab closes.
