creating a Siri shortcut

Is there a way tSiri shortcut a way to create a Siri shortcut for turning "Type to Siri" on and off without always having to go into settings? I use an iPhone 8 with the latest IOS software, VoiceOver, and a Focus 14 blue braille display. Wayne Scott "Everything happens in God's chime."
