I didn't see anyone answer this last question so I'll chime in for future 
reference.

To save MiniKeePass changes from iOS back to DropBox, you have to export 
the file back to DropBox.  From MiniKeePass, make sure you have your 
KeePass database loaded.  At the bottom of the app (as of this writing) 
there is the share/forward/export button (it is a box with a forward arrow 
in it) in the center of the bottom of the screen.  Press that button then 
select 'Open in Dropbox' from the menu that displays.  In the 'Save to 
Dropbox' screen, choose the 'SAVE LOCATION' folder (I have a KeePass 
sub-folder, for example), then click Save.  That will then save the KeePass 
DB in DropBox and sync it to your other devices.

Then every time your KeePass database gets updated from another source 
(e.g., your PC), on your iOS device you have to open the file *from within 
Dropbox*, then tell Dropbox to open the file in MiniKeePass.  To do this, 
select the KeePass file in Dropbox, press the share/export icon (the box 
with the up arrow), press Open In..., then choose 'Open in MiniKeePass.'
