Isaac, After a 20 minute conversation with two advisors from apple I found the solution. I've been having the same problem all morning.
Make sure your location services are ON and specifically ON for the weather app. that came pre-installed in your iphone (Location services are in the Privacy section of your Settings. Make sure you have today's summary ON in the notification center settings You have to enter the weather application at least once before it will show up in the notification center-- it won't sync your location otherwise. Go in the weather app and make sure it's working and the mainscreen is set to your current location and not another city. Go back into the notification center settings and turn the 'Today's Summary' off and then back on.
