This is not the ideal solution but if you want Voice over to read single
digits, try using the rotor and go to text selection and select either the
series of numbers or the line where the digits reside voiceover will read it in
single-digit format.

Verify if the settings under accessibility then spoken content then
pronunciation. In there check to see if there’s any word that is a substitution
