is telling me that I have to subscribe to it through Amazon prime video or

Assuming you’re talking about Apple TV, there is no way to disable the text to
speech that Amazon provides. I find it somewhat annoying.
Not sure about your audio description question, as I don’t use Prime video all
that much.

you with a code, and then you sign in to your account, and go too
amazon.com/mytv
and enter the code, and you will be good to go.
