Since I am using a public beta I don't think that I am breaking any rules. I've been using 9.0 for a while now and like it. It is very stable and does well with the battery. The only real complaint I have is that when using the male siri voice for my IOS voice, it pronounces some of the vowels

You are right. Despite "public" in the name, the beta is still covered by the NDA. You can discuss anything Apple makes public, such as WWDC information or videos, but not specifics. The situation around the NDAs is confusing and getting blurred, but the best policy for now, in my mind anyway,
