I just discovered that I can only change the tone via settings. Double
tapping the speed button does nothing at all.

Yeah, that started when the first iteration of iOS 17 came out. They
haven't fixed it yet.
You have to go into Settings if you want to change the tone, but then
it's changed for every book the same.
Maybe they'll get around to it someday.
