Yes, placing a person's email address in the VIP mailbox sets it up such that
when receiving an email from that person, the email appears in one's
notifications. It works on my iPhone running v7.04.

There might be apps that can accomplish this: but using the stock iPhone
features, the closest thing I know of is the VIP mailbox, which has custom
notifications that can be set independently like other mailboxes, but is
populated based on who sent the email rather than to which account it was
