Text messaging is not possible right now until an update scheduled to be
released next month according to the iPhone event Apple held two weeks ago
tomorrow. Phone calls however work fine between iPhone 4s and iPad, so should
work on any mac so long as it's running Yosemite, expected to be relea
So the question is since not all parts of continuity aren't supported on the
iPhone 4S, what about sending texts to people that don't have iDevices or Macs?
I know making calls to phones can be done on the Mac, but what about text
messaging?

It should just work. Make sure they're all connected to the same iCloud account
and wifi network. I got calls working here on my iPhone 4s which doesn't fully
support continuity and my iPad Mini with Retina which does.
