I have been looking in the archives, but not yet found the specific information
I want.
I have my 5s up and running, but thought that the high quality voices would
download automatically when the phone was plugged in and had access to the wi
fi connection.
Am I wrong about this?

I think it did on my 4S when I upgraded to IOS 7, but I don't really
recall anymore. Either way, you can force the download by going into
Settings -> General -> Accessibility -> voiceOver -> Languages and
Dialects double tapping on your default voice and then double tapping
the enhanced quality
