I don't know where I got the idea it needed to be a double tap and hold. I was
looking for the option that Mary described, and I'd forgotten the link copy
approach. I'm bookmarking your responses for the next time I do this!

When I get
A link to a PDF file, I double tap the link as I would for any link. After a
few seconds, the PDF loads. But before the text of the PDF, you should see a
couple of links or choices, one of which is open in iBooks. The other of which
is open in followed by an…. Double tap that link,

I single finger double tap and hold, and get options to Open, Open in New Tab,
Add to Reading List, Save Image, Copy, Cancel.
