Don’t forget to toggle this with same gesture when you need speech back. Mute
speech? 2-finger triple tap. That does it for me.

I haven't tried this personally, but there's a VO setting called "always speak
notifications". Have you tried turning that off? It's in Settings > General >
Accessibility > VoiceOver. I've not been following this thread closely, so
apologies if you've already gotten this suggestion.

on the lock screen, but problem, why VO speaks unnecessarily when I am
already notified by sound, can't iPhone just alert me by simple sound alert?

Have you tried first go to settings. Next go to notifications. Then select the
app you want to adjust notifications for. Now swipe to show on lock screen and
turn that off. Try that and see if that works.
