One Note a try. From what I've heard, it's similar to Evernote.

to get past the intro screen of evernote after trying this you have to turn off
voiceover then use the three finger swipe left or right method and then turn
voiceover back on.

That’s probably the intro screen. To get through that kind of screen try to
swipe to a done button and then double tap or swipe left or right with three
fingers to scroll to get to the last page.

There is an old review on applevis of the evernote app that says the
app is usable with VO. But when I open the app on my iPhone, I land on
a screen that says "do your best work ever with evernote." That's it.
I don't see any buttons or links or anything to click to start the
app.
