If a regular reboot doesn’t fix this I would try a Reset Network Setting.

So for the past few days, I’ve been experiencing an odd issue on my iPhone SE
running iOS 13.2.3 . For some reason, I am unable to initiate phone calls via
Siri
I’ve seen that problem from time to time, but usually, it comes in conjunction
with other Siri related issues. So I had the idea there was some kind of Siri
problem, even though I had a perfectly good connection to the Internet. Never
seen this in isolation.

it won't work on an iPod as it requires a mobile phone number to be
inserted during the setup

digit. For example, if he asks Siri to call 775-0200 Siri will say calling
775-002. Very strange.
