The problem isn't moving icons *to* that row, though. The problem is that icons
that end up in that row can't be moved out of it, at least in most cases. Every
so often, for no reason I can find, it works, but most of the time it doesn't.

I have had some success by moving an app from another page to the page where I
want to move something out of the bottom row. If the bottom row is full,
moving the app to that page seems to put it in the bottom row by default, and
moves an app out of that row to another page.

It does make sense, and I've resorted to that myself. The only thing is, you
inevitably wind up with one app out of place: the one you moved to get the last
one out of the bottom row. Here's hoping that the next update addresses this
and other problems.
