The easiest way to do this is to use a three finger swipe left or right.
This will work with VoiceOver anywhere on the screen excepting the Dock.

the triple click of the home button still start up VoiceOver like it
does on a new phone?

that raises with the accessibility settings as well as other customized
settings.
And, yes, she has done a hard reboot of her iPhone 6. Also, it is a 128 GB
platform running iOS 8.3.

the single finger swipe up and single finger swipe down to move from page to
page. She has five pages configured and if she is on any of the lower
numbered pages she can use the double tap to move to the next higher
