Downloading is working fine with iOS 13.1, 12.4.1 and Voice Dream Reader 4.9.1.
If downloading is a problem, check your internet connection or check the number
of apps opened.

I was able to just now download a Bookshare book using Voice Dream Reader
version 4.9.1 on my iPhone 8 running iOS 12.4.1 without any issues.
