I'm running IOS 8.1.
If I want to set up rules for incoming messages so that they go to a specific
folder, is there a way to do this on the iPhone?
Similarly, what's the quickest way to delete messages. So far, I'm Moving to
Trash, but is there a more straightforward approach?

I'm not aware of a way to set up rules locally on your iPhone with the
native Mail app. Since you're using Gmail, you could do this at the
server by using Gmail's web interface.
I'm not sure how you're moving messages to the Trash folder, so I'm not
sure what would be easier, but to delete

You can not set up local filters in iOS mail. If you want to delete a message,
flicking up once on the message that allow you to delete the massage if your
roaster is set to actions. HTH.
