Actually, I had this same issue yesterday.
You can not use the edit function to drag apps to the dock, you have to
do a 1 finger double tap and hold and then physically drag the app to
the dock. I found this quite annoying after using the other method for

Are you using the drag and drop feature where from editing mode, you select
drag, then touch where you want the app to be and flick up or down to drop X
app before or after, Y app and double tapping?

How many items do you currently have in your doc. I think you can only fit up
to four items there. You have to have three at the most in order to add another.
