It would depend on which accounts you had setup on your own phone and if you have all of these accounts also on your new phone. I, for example, have 3 accounts: there is iCloud, I then have my business email which is via Microsoft 365 and also my personal Outlook email also through Microsoft 365. I can have notes under each account and as long as I set up all of these accounts on my next phone and make sure Notes is turned on under each account they should always be there as at least with Exchange and Microsoft 365 they are saved in the cloud just as is the case with my contacts. My iCloud notes also have never been an issue. I would first check to make sure Notes is turned on.
