That is not accessible with voiceover. You can go to the page with the
controls for playing the book and double tap the info button then, select
the details tab. there you will find a delete button.
it does not work with voiceover.

That help file maybe of some use, but the method described regarding
deletion of books does not work when Voiceover is running. You can swipe
left to right all day long without a delete button becoming visible and the
method Kimber described (start playing the part you want to delete
