I use Talking Tuner with pretty good accuracy, for tuning a 44 string harp.

Depends on which one, the old one I had, was; but there's loads, essentially
calling themselves a guitar tuner. Many are graphic,
and as such, useless.

Chords is something else and never heard of an app for that. That is more
usually done on tutorial web sites on the topic. That's
how I did it.
