Yes, but you have to use iTunes. Go tthe app store button in iTunes. You may have to hit f6 a time or two to get to the search edit box. Type in the name of the app and hit enter. When you find the link to that app, hit enter. On that page, you will find a combo box that you can select gift app.

And remember that you can only gift apps or send electronic iTunes cards to people who are using the same App Store as you, e.g. if you are in the US you can gift an app to somebody else in the US. I am in Canada and I couldn’t gift an app to somebody who is not in Canada or maybe I should say
