Have you guys tried the trusty reset network settings yet? That seems to fix a
lot of these types of issues.

Are you saying that your wife can get hotspot on her phone and you can access
it through another device. During this same period, she cannot access the
hotspot. Question, if she has access to the internet and is broadcasting it
out, shouldn’t she have access to the same connection
