I did a complete reset. Even went back to turn the phone back on it said hello

Just out of curiosity, do you have an older iPhone that might still be getting
your notifications? I noticed that when I got my SE 2020 and got it set up, my
old iPhone 8 got a couple of notifications that did not come in to the SE 2020.

It looks like the government alerts that you speak of are a completely
different heading. Under those you have Amber alerts and emergency
alerts, both of which are buttons you can toggle on/off.
