Unless she mistyped it sounds like she is not even yet updated to iOS 10 or

Try restarting your phone. If it still prompts for that, maybe go ahead and
update, then check for updates again.

Yes, remove the download. Then you can get the 11.1 update instead of 10.3 as
well.
