I would first try to double tap, if that doesn't work turn the rotor until you
hear "Links" and then flick down and focus should move to the link and you can
then double tap to activate it.

I assume you mean Safari on an iPhone. The quickest way to get to the address
bar is to find it manually nearby the top left cornor of the screen.
