On my 4s, I just use the dictation button, to the left of the space bar on
the on screen keyboard, the same way that I did in IOS 5 and 6. Have you
tried that? I didn't even know about the two finger double tap for
dictation until I read this thread.

That's the problem, I don't have a dictation button. I even had a
sighted person check the screen when I couldn't find the dictation
button and he confirmed that it isn't there.

Can you make sure SIRI is turned on? Go to Settings then SIRI and make sure
it's on and your SIRI language is set correctly.
