The people I send to do not get them. After several tries it finally goes

If Send As SMS is turned on in Message settings
That happens to me, and the recipient always gets what failed to send - go
figure. The reason I know they get them is because of replies I get back from
them.

If Send As SMS is turned on in Message settings, that should allow for sending
to non-iPhone users.
That sounds more like a network error. Are you on Wi-Fi when this happens? If
so, try rebootin
I will check my settings and this has happened both on wifi and cellular.
