I still have this issue on my 6S running 13.2.2
I still have this issue on my 6S running 13.2.2., but simply doing the triple
click of the home button to toggle VoiceOver off then back on fixes it.

That issue should have been resolved
That issue should have been resolved in the latest version, which is 13.2.2.
If you are not running that version, you are not on the latest.
