Sounds like some kind of glitch. What I would do, is remove the app from my
phone, go back to the App Store and download it again. Once you download it it
will say you need to download a voice, do that, and it should work.

nice review in the Access World app about it and I thought I would get it and
then my wife suggested waiting until I get my new iPhone after the 20ith when
the 5S comes out. because I want the 64 GB version so

Well, the app store came through, the Voice Dream Reader update for version
2.8.3 which takes care of the iOS 7 issue, Is in the app store, so no worries
about upgrading your devices.
