I have an Iphone 4s running ios 7.04 and am not seeing this problem.

It sounds more like a WI_FI issue. Some routers can go off line after a wile
if there is no activity on the network. I have the same problem from time to
time. When it happens, I just unplug the wireless router for about 30 seconds
and plug it back in. It comes back up just fine.
