Good luck with trying to arrange your feed from newest to oldest.
That has never worked properly on FB (at least not as long as I've
been a user). It's not unique to VO users either because people are
always complaining about the order of posts on FB.

I can't answer your second question, but as for your first question your friend
will be charged data. Messenger is no different from any other Voip client like
Skype, Whats App and so on and uses data for messages and calls.
