HD and SD are separate purchases and you can usually purchase SD but you can’t exchange it. What are you trying to purchase? I can look in the iTunes Store to see if the item is available. Usually when you purchase a movie or TV show, SD is a radio button and it’s usually cheaper. What device

If you get an email receipt, there is a link to report a problem, and ask for a refund. I would think you may be able to do that through those standard channels. If not, even though they seem less willing to go outside of their box, try calling Apple Accessibility and explain what happened and
