Hi Keith, You may already be locked out and I believe it would be from all devices. If I were you I'd simple go to http://AppleID.apple.com, click on the Manage my Apple Id button and try to sign in. If that works you might want to go to the Password and Security tab and change your password

Hi Donald, Typically your iCloud credentials would be your Apple ID and password. You should also be prepared for your iPhone 4 to be a bit slower and slightly less responsive with iOS 7.0.4 than it was with iOS 6. However, the good news is that iOS 7.1 has been out as a Beta for developers
