You may already be locked out and I believe it would be from all devices. If I
were you I'd simple go to http://AppleID.apple.com, click on the Manage my
Apple Id button and try to sign in. If that works you might want to go to the
Password and Security tab and change your password

It happened to me when I first got my iPhone 6 and set it up. In the end it
took but I just had to keep entering it.
It hasn't happened since.

The way I got around I cloud constantly asking me to enter my password was by
resetting my phone all over. I restored everything, and I didn't install any
previous backups that it had on my computer. That's how it all stopped. I hope

Did you ever use iCloud to back up content on your phone before the upgrade, or
to sync contacts or other info between your computer and your phone? If so,
that's the password you should use. If not, you can create an iCloud account
using your Apple ID -- the email address and password

You should also be prepared for your iPhone 4 to be a bit slower and
slightly less responsive with iOS 7.0.4 than it was with iOS 6. However, the
