Hi Alan,
Correct, when you try to restore to iOS 6.1.3, a verification is part of
this process and this is where you will most likely get a message that it
can't be done. Your chosen course is best, i.e. find an Apple Store which
has an iPhone 5 on a shelf which still have version 6.1.3 on it.
