OK, I got BigBen working on my 13 Pro.
There is no customization option with this app.
You have to have notifications on, and allow on lock screen, in Notification
Center, and as Banner, a
switcher or not.

This is a new learning curve in iOS 15 that frankly, I could have lived without.
See if when you open notification settings, and go down to Big Ben and open it,
if there isn't a Customize Notifications button at the very bottom right.
The same with the other one.
This is assuming you have updated
