Make sure you go to Settings, Notifications, Messages and turn Show in Lock
Screen on. Let me know if that does the trick.
Also keep in mind that now you have SIRI and if you hear a message but you
don't get it, you can ask SIRI to Read my messages or Read my last
message.
To have VO to read notifications go to...
Settings
General
Accessibility
Voiceover
Swipe down to have voiceover read notifications. This should be the last item
on the screen under VO settings. Make sure that this is turned onn.
