First of all I suggest that he simply reboots his phone and tries again.
Of course he can also first check in Settings > SIRI to make sure everything is
where it should be.

Do you have a good solid internet connection? Not sure how that works
over here on IOS, but coming from Android I've seen Google now not work
if there wasn't a good internet connection. Try it with wifi on and off
so you're tapping into wifi and your mobile data connection.

Every time I press the home button to start siri, I don’t hear the sound for

it to turn it on

but their 3G settings were working and they could get Siri most of the time.
