Oh, I'm kind of relieved to know that. Perhaps the user in question was using
VO when they thought they were using speak screen.

I've just started using speak screen on my iPad air iOS 8.1.3 and I found that
I could not get the two finger double tap to work to turn off the speaking
voice. Then I tried asking Siri to turn off speak screen and she just told me
there was nothing to read. Are these bugs?

Sorry, I just realised that the two finger double tap Cheshier did not work
because I had turned off voice-over while using speak screen!

Hi guys. One time I used the speak screen feature and I noticed that it
actually treats it as if you were listening to music. That means while it's
reading, you can do a two finger double tap to toggle reading. I found this out

swipe down. Just as three-finger swipes act differently in the Status Bar, so
does this command - it starts Speak Screen.
I believe it will also work with headphone remotes, though I haven't tested
this personally yet. Another thing I am pretty sure will work is using a
braille display
