To turn on caps lock you have to triple tap the shift key or you can put one
finger on it and then do a double split tap, i.e. tap twice with the second
finger when the first is on shift. To take it off caps lock you just have to
touch it again once. I find this works very reliably and easily.
You can use rotor actions on the shift key. After touching the shift key, do a
one-finger flick up. You'll hear "caps lock." At this point, do a one-finger
double-tap. To turn caps lock back off, just touch the shift key again.

Well, double tap and hold for older and push on 3D Touch devices
could be a better solution but this works for me either.

would lock. Now, I have to tap shift, take my finger off the screen and wait
half a second or so, then tap three times.

I had this problem on the same phone and iOS combo.
What seems to have helped is that after touching the shift control, I do the
triple tap to lock shift on the upper half of the screen.
I can’t say this helped all the time, but it seems to help often.
