This only happens a minority of the time for me, but when it does, I triple click the home button to turn voice over off, then turn it back on, and I can hear it then. If you have a modern phone with no home button, do whatever you do to turn voice over off and on. Let us know if this workaround

I have my Voice Over voice turned up but whenever I get a phone call, the volume of Voice Over drops and I can’t even hear what I am tapping on to answer the phone. How can I adjust it to where Voice Over’s volume does not drop when I receive a call? I have audio ducking on but it still does it.
