This has started happening since upgrading to IOS 7. When I am in Safari and
am filling out a form, or logging onto a web site where I have to activate a
button to send information, it oftentimes won't activate with a double tap. I

No I haven't noticed this but what I have noticed is that when I was
trying to activagte a link that would send me to another page

Yes, it does not happen on every website, only complex sites which appear to
use latest web technologies. I suspect it is an issue with VO properly
effectively tracking said buttons. I have not had a web expert look at the
source code, so cannot confirm my suspicions.
